European Parliament, Committee on Transport and Tourism

Draft Report on Road Safety: bringing eCall to citizens. Rapporteur: Gary Titley (January 2006) - The report welcomes the adoption of eCall by EU Member States and stresses the importance of the signing of eCall by all Member States. The report also provides a presentation of eCall and the action plan for the implementation of the scheme.

E-MERGE

Launched in April 2002, E-MERGE was a combined RTD & demonstration project within the EC 5th Framework programme and EC Directorate General Information Society. Its overall objective was to ensure the availability and functioning of vehicle-based emergency call systems from any vehicle anywhere in Europe via the development of a harmonised extended vehicle eCall.

GST RESCUE

GST RESCUE is a three-year subproject within the EC-supported and ERTICO-coordinated Integrated Project GST (Global System for Telematics), launched 1 March 2004. GST RESCUE aims to optimise the initialisation of the in-vehicle eCall via an expert system and optimise the eCall service chain by ensuring that in-vehicle data first reaches the emergency centres and then the emergency vehicles. When the emergency vehicles have the proper in-vehicle accident information, a hybrid navigation solution and a “blue corridor” system notifying road users of the approach of an emergency vehicle will ensure that the emergency vehicles reach the scene of the accident as quickly and safely as possible.

InSafety project
To achieve forgiving roads in Europe, the EU co- funded IN-SAFETY project has investigated the combination of new technologies with existing infrastructure to improve road safety. Numerous cooperative solutions have been analysed, including in-vehicle speed alerts based on information provided by road-side beacons and cooperative lane-departure warnings, and from these, six scenarios have been selected, elements of which will be tested in real and simulated trials around Europe. The work on self-explanatory roads has essentially focused on preparing recommendations for harmonised road signing (electronic and static) in a multi-cultural and multi-lingual Europe.

TELEMATICS AT THE RESCUE OF ROAD SAFETY

Several European initiatives and projects have been started by the European automobile industry to support the objective of the European Commission to halve the number of European road fatalities by 2010. In this scope, Renault, in strong co-operation with some European partners, is prototyping some eSafety services to be tested in France and other European countries within the scope of the GST Integrated Project workplan. It has released a report which outlines the current vision and progress of the GST project, focusing on the GST RESCUE services and the CERTECS (Certification of Telematics Components and Services) approach.

Emergency Vehicle Automatic Crash Notification & Event Reporting Technology (May 2002), published by the Roadside Telematics Corporation, defines how automatic crash notification and event reporting can help mitigate firefighter deaths caused by emergency vehicle crashes and how crash event reporting can assist vehicle safety design improvements for safer fire vehicle operation.

The Mayday Plus evaluation report (April 2000), published by the Minnesota Department of Transportation, aims at evaluating the Mayday Plus project which tested and established an emergency detection and response infrastructure, and prepared for the scalable deployment of a self-sustaining automated accident location and collision severity notification system.
